Do Taxpayers Bunch at Kink Points ?

چکیده

This paper uses individual tax returns micro data from 1960 to 1997 to analyze whether taxpayers bunch at the kink points of the U.S. income tax schedule generated by jumps in marginal tax rates. Clear evidence of bunching is found only at the threshold of the first tax bracket where tax liability starts. Evidence for other kink points is weak or null. The large jumps in marginal tax rates created by the Earned Income Tax Credit generate no bunching for wage earners recipients but substantial bunching for self-employed recipients. In the standard micro-economic model, the amount of bunching should be proportional to the size of the compensated elasticity of earnings with respect to tax rates. We introduce uncertainty and rigidities in labor supply choices to account for the empirical results. Numerical simulations show that, even in those cases, behavioral elasticities consistent with the empirical results are small.

Do Taxpayers Bunch at Kink Points?

A large body of empirical work in labor and public economics analyzes the behavioral response of earnings to taxes and transfers using the standard static model where agents choose to supply hours of work until the marginal disutility of work equals marginal utility of disposable (net-of-tax) income. This model, which from now on we call the standard model, predicts that, if individual preferen...

Modeling, Survey the Nash Equilibrium and Optimal Tax Fine Rate Determine in the Game of Taxpayers and Tax Affairs Organization

Todays, the importance of taxes as the main source of government revenue has been approved by economic policymakers and therefore, designing an optimal tax system to achieve this subject is essential. Governments are looking for ways to receive their target taxes from taxpayers at the lowest possible cost and at the declaration tax. Taxpayers, on the other hand, seek to postponed their taxes as...

The Structure of the Tax-system and the Estimation of Labor Supply Models

Using a repeated cross section for married prime age Swedish males for the years 1984, 1986 and 1988 produce drastically different labor supply elasticities. From 1984 to 1988 the Swedish tax system has reduced both tax levels and degree of progressivity, the numbers of kink-points have dropped from 18 to only 3. The numbers of individuals close to or at a kink point have a large influence on t...

Observational properties of a kink unstable coronal loop

Aims. Previous work on the dynamics of the kink instability has concentrated on the evolution of the magnetic field and associated current sheets. Here we aim to determine the observational consequences of the kink instability in short coronal loops, particularly what images TRACE would record of such an instability. This paper concentrates on the internal m = 1 mode where the kink structure of...

A simulation-based welfare loss calculation for labor taxes with piecewise-linear budgets

Graduated income tax rates and transfer programs create piecewise-linear budget constraints that consist of budget segments and kink points. With any change in these tax rules, each individual may switch between a kink point and a budget segment, between two budget segments, or between two kink points. With errors in the estimated labor supply equation, the new choice is uncertain, and so the w...
